This management position is with HealthChoices, a program of Spectrum Community Mental Health.  Health Choices serves Minnesota Family Investment Program (MFIP) participants who have mental health and/or substance abuse concerns, which impose barriers to employment.

PRIMARY RESPONSIBILITIES

Supervision and Program Development:

1.  Supervise program staff to ensure quality standards are met

  • Hire program staff
  • Evaluate employee performance
  • Handle employee discipline problems and implement development plans as needed
  • Provide on-going staff supervision

 

2.  Manage program resources

  • Develop annual program budgets
  • Monitor use of program dollars and update budget as needed
  • Negotiate contracts with Hennepin County, Health Plans, and other funders
  • Identify and develop new funding streams
  • Work with external program evaluators

 

3.  Perform marketing functions and represent program in the community

  • Coordinate outreach efforts with Hennepin County MFIP service providers to ensure the flow of clients to the program
  • Establish and maintain professional relationships with other community agencies and providers
  • Develop and implement training program for MFIP service providers to assist in identification of appropriate referrals
  • Collaborate with other programs of RESOURCE
  • Participate in Spectrum Management team
  • Serve on external advisory boards  and groups

 

4.  Maintain program evaluation system

  • Assist in development of program evaluation system and implement any changes in the system
  • Collect data and prepare monthly reports for program funders

 

5.  Develop and implement program policies and procedures

 

6.  Provide support and leadership for RESOURCE, Inc’s diversity and undoing racism initiatives                                                   

  • Develop annual diversity plan with input from all program staff
  • Review and monitor plan on a regular basis
  • Maintain atmosphere within program which creates a safe and welcoming place for all staff and participants

 

 Client Services:

1.  Ensure a thorough assessment of mental health and chemical health needs of clients, assign staff, and develop methods to deliver services                                                                                                                              

2.  Conduct weekly team meetings

3.  Provide individual support to clients as needed

4.  Maintain client files and develop reports as needed

5.  Address client crises and provide intervention as needed

 

JOB SPECIFICATIONS:

Education and Experience

1.  M.A. in Human Services, required

2.  LICSW (Licensed Independent Clinical Social Worker), highly desirable

3.  Experience working with adults with mental illness, chemical health issues

4.  Experience working with county/public social service programs

5.  Experience with staff supervision and program development

6.  Experience with MFIP programs is highly desirable

7.  Experience in relating successfully to persons of different backgrounds

 

Knowledge, Skills and Abilities:

1.  Considerable knowledge of MI, CD and dual diagnosis and ability to apply knowledge in working with target population

2.  Ability to provide leadership to team and supervise staff

3.  Ability to effectively communicate with clients, team members and other service providers

4.  Ability to manage crisis situations

5.  Ability to work with a culturally diverse staff and clientele

6.  Ability to monitor program outcomes and data collection

7.  Basic knowledge of computers including word processing

 

Physical Requirements:

1. Must be able to hear and speak in order to communicate with program staff, clients and other providers.

2. Sit at a desk, and team meetings for extended periods of time

3. See to be able to review documents, review client plans, write reports and observe clients.

 

Tools, Equipment and Environment:

1. It will be necessary for the incumbent to attend meetings during and after regular work hours which are held outside of the regular work setting. The position requires the incumbent to have access to and be able to operate a motor vehicle.

2. Must be able to use standard computer equipment.
